Jermel is a dragon that reincarnated into a human as he held a grudge against the empire. The reason he is destroying the orbs is in order to over run the empire with monsters. It would explain why he was able to tell that Judith had the Time Stigma given how information stigmas is scarce, especially when they amped hers up by saying "it's too powerful for humans to handle", implying she is the first to receive it.
