Women using "ore" isn't unheard of, but it's pretty rare. The character Yun from Simoun was nicknamed "ore-onna" for talking that way. Maybe we'll get a definite answer later, but for now, if Lyell's saying "ore", male is the way to bet.

Btw, "watashi" is pretty much gender-neutral. A real parallel would be a male "atashi" -- again, not unheard of (Urahara does it in Bleach), but super rare.
