Most countries that weren't colonized by the Americans or Western European powers actually didn't have a statutory rape law or even concept until they realized this existed, as the concept itself grew out of Protestant purity doctrine. Most Muslim countries still don't have this concept either. Or rather, they know it exists but steadfastly refuse to implement it due to history.
