In Japanese culture fish and meat are separate concepts. When they say “meat” they’re referring to land based animals; fish isn’t “meat” to them. This contributes to why Japanese Buddhists don’t condemn eating fish (that and how integral seafood is to their diet), and to why it’s very hard to be vegan in Japan. If you ask a Japanese person if say, Dashi stock is vegetarian, they’ll totally say “yes” because it contains no meat.

@LTalon We have a similar concept in Judaism. We cannot eat meat and milk together, but fish is not considered meat under Jewish law. Interesting parallel there between Japanese and Jewish culture.
