Ability to rotate cover art

Skimmed the planned/pinned page for this but might have missed it.

Looking for the ability for either the group leader, members, or otherwise to be able to change the "see covers" cover in each series.
Seems like the functionality exists for a new image within the edit page, but no reason to re-upload a cover of something that is already present.
As more chapters are TLd, makes sense to update the cover to what is current.

Planned:

Set preferred cover to (first/last/reading)

We won't make the default cover to whatever is being currently translated because manga may be translated in multiple languages at multiple different points.
