Well, I would have liked that they had lost a little more time dealing with Scipio training in Sicily ... because the survivors of Cannae were there as well, pretty much exiled in shame to guard duty. There was space for some development there.

Alas, Scipio has landed :p

Oh, shame that it didn't touch on how the disgraced survivors from Cannae were in Sicily.

Yeah as a practical matter it's always tough for an author of something like this to decide how much to devote to any given part. It's disappointing in some cases when some cool detail and worthy development gets summarized/skipped, and I agree that the redemption arc of the Cannae survivors seems worthy of a bit of fleshing out. It was a big source of motivation too, not just freedom but regaining honor and all that. On the other hand it's already on volume 11 to get this far and we've all seen authors get so into stories that they stretch into impossibility and end up dropped before completion. I'm sympathetic to a certain amount of brutal practicality in getting the thing done.

Cannae survivors being part of the garrison at Sicily was already covered in volume 8, did you forget? The manga even devoted a specific character for this, Appius, who is again seen training the recruits in this chapter alongside Gaius, saying that he wiped away his disgrace by following Scipio.

As @Hox said, I see Appius's brief cameo as a nod to the Cannae survivors being part of Scipio's army of vengeance. As a historical manga, this author has been remarkably steadfast in his adherence to factual details with only a few slips here and there (though there was a noticeable one concerning the Battle of Ilipa).

Indeed it is on page 15 when the nod to the Cannae survivors happens.

Well Scipio is already showing results, oh boy this is gonna be good!
