For me, it seems the mangaka shifts the Reverse Cannae tactic from Illipa to this battle instead. That dialogue hints on this.
Why, probably the mangaka think it would be better to spread to one unique stratagem per battle so each battle would be exciting.

Thanks as always for keeping up with this. What a fantastic story, and now can really feel it building towards the end of the campaign. That said how things turn out for Masinissa is a bit of a tragedy, and the build up the mangaka is doing to that is pretty good too.

It certainly looks so. I think it is stupid to literally distort the source material and make the protagonist ( or better said, one of them ) to look dumber in a earlier part just to create the illusion of a linear progression of skills, but it is not enough to make this a bad series ... just more flawed than it needed to be.
