Not really tbh. Like most in medieval history, an army was needed because paying a standing army is costly. Like the vassals needed to have their own troops and in need, they would give part of the troops to the king to support in wars. This is because of how payment worked. Like the duke pays the king but keeps most of the wealth from the land with him. It was not really that you needed to have an army to fight the king but you needed an army to fight other vassals if needed and expand your realm if you have hostile neighbors.I think the idea is that you only need a lot of archers if your building an army, and you only need an army if your thinking about rebelling against the king.
Which is interesting, as England actually had a law everyone HAD to be a trained archer so they could be drafted into the army.

Maybe? But is it needed? Like we don't really know how common magic is in this world. If everyone can put magic on their sword and can't with arrows then I see why. As bit so long there is no mana upkeep but if not then arrows would shred most things. I remember reading in some other unrelated series where magic users have difficulties maintaining power on projectiles like arrows and throwing daggers once it's launched and they can't directly touch it any longer; perhaps this world have the same issue.
