So far vampires seem to be more like demons that feed on blood considering they come from the underworld and considering she was born to a pair of vampires and is betrothed to a vampire it seems like this isn't the kind of story where vampires can turn other people into vampires but rather that vampires are just a race of demons. Also I don't think she can turn him into a vampire otherwise the fiance would be a lot more concerned about that being an option.

However these character suffer serious tunnel vision and forced binarism. The fact the "Dora-san" and Lilith are there means that the portal is usable. So Chloe could without issue live with Arata and at the same time return time to time in the underworld to pass time with her parents.
