I think an in universe explanation would be Jun was just malnourished growing up which is why he's on the smaller side. His dad checked out mentally after his mom's death (wouldn't be surprised if her lowkey blames Jun for it) so I doubt he was putting in the proper effort for his meals and shit (likely just did the bare minimum or just gave him money to go to the convenience store so he wouldn't have to deal with Jun) leading to him not getting the proper nutrients he needed at the time.
