Can someone explain what the guy meant in the end

They are either in the kind of relationship where the class rep and the bully are into degrading and maybe that's why he was able to get himself freed from the room in the end.
Or this is actual bullying and the bully gets turned on by the class rep being humiliated, tied up, not being able to move and get violated.
Honestly, because we don't get the context from the class rep we will never know.
