Only Lava was found at the scene. Chris ran away but was arrested later since she (and Liam) were already wanted criminals and as you can see, Chris is extremely dangerous. The police didn't know about Ono since he was new at the organization and memory wipe is pretty good at covering your tracks.

And this looks to be the only prison for superpowered people in the country.

Lava is probably the second most dangerous inmate there. So it's feasible that one who was arrested for recruiting people with powers to wipe heroes should be apart of someone who is powerful enough to destroy city blocks.
If anything, Lava should be locked just like Chris but she's pretty much "free" inside the prison due her literal sister being the warden. Pure nepotism.

I wish it would be that easy in real life. Some unlucky people have to wait months until they get to leave even with new evidence that they are not the culprit.

EDIT: Also reminder that Chris was only released because of Tarja. That alone should've put her along with other inmates. She wasn't coerced, blackmailed or anything. She was just really dumb.
