This is my guess on how the curse came to be people originally hunted the leopards for immortality the leopards infected the people with the disease. To cure yourself you needed leopard but the result would be you would turn into a leopard. And from that comes the vicious cycle.

Still a mystery in what was attacking the construction workers because don't think she would do it.
