A quick google suggests that therm first showed up like 300+ years ago as a description for the sound of noisy, high-pitched dogs (as opposed to barking being for the deeper noises), but by the 19th century it had also become slang for any sort of annoying, noising utterances by anything, including people. And it's carried both those definitions ever since.
