I've no idea about the Japanese text, but here it says "We won't be able to anwser any of the visitors' prayers", so I don't see it as any implication that she herself does that. I'd interpret "we" as the shrine, everyone that works there and maintains it for whatever deity the prayers are directed to. Unless of course it's the royal "we"It’s still not impossible. Uh sorry, but I still don't quite get what you're trying to say, especially with giving those two figures as examples. Harun Al-Rashid has so many legends associated with him that I can't begin to guess what exactly you're refering to. As for Santa, I suppose it's not the gift-giving thing... Are you suggesting the girl is some sort of wandering altruist (or busy-body), who goes around getting involved in people's troubles without being asked to and with no personal stake in it? The "anwsering prayers" is colloquial, the shrine participates in it by being a place you can petition whatever relevant deities. The money you leave there is treated as an offering to said deities, but obviously goes toward maintaining the shrine and the livelyhood of it's keepers. Still, if that were the way to fund it, it would never be enough, people make proper donations for that cause usually through conventional bank transfers.
