imagine her second daughter lily reincarnating as well and not being able to reconcile
Too difficult to imagine. In the first place, she would need to grow up over 10 years, I'd say, to be worth much as a mage, even with her previous life knowledge. I doubt a snot-nosed brat would be much of a threat, after all. During those years she would already see things are not the same, the mother is not the same. It's not like she would have been a murderous psycho in the previous life. She only killed Elaine when everything was already lost, not a moment before. Prior to that, to reach her own position and power, she had also benefitted from Elaine's hard (and insidious) work.

I find it more likely she would work just as hard as Elaine to make sure things proceed differently this time through, so she would work in concert with her mother. Maybe they would disagree on some details, but that's natural.

would disagree on that, there are still acts against humanity someone might considered unforgivable and characters considered to be irredeemable that anyone affected by them wouldnt trust them even after rehabilitation.
that is of course an individual perspective, but i can easily imagine to take death before trusting your tormentors ever again.
or getting sick or insane in the vicinity of those who tortured you.
such is the influence of breaking the psyche.

If she this time through saw Elaina do well and do good deeds, one after another, plus keep hearing from all the people around her how much Elaine has contributed to the society, Lily ought to be glad. Out of all the family members in the previous life, she should have been the one with the more righteous personality. If she still couldn't forgive her mother, her only option would be to hit the road and disappear somewhere so far away she won't ever meet Elaine again. But wouldn't that also mean she won't get to meet the other family members, nor whatever friends she might have had in the previous life? I reckon she would rather stick around to make sure Elaine really has changed.
