I wonder if the manipulative dude is really the King of clubs? It's a known fact that out of all the characters the King of Clubs is still missing however we don't know why expect their presumption that he already went to Tokyo because of the message on the bridge. He's what I'm thinking A) He is either the king of clubs but had already killed the king of diamonds and stole the card then wrote the message to hide his tracks Or B) He is the king of diamonds but had already killed the king of clubs and wrote the message to get people to go to Tokyo.
The thing is he has a lot of information about the world and cards before he meets up with the group so I wouldn't put it past him to have the knowledge to go to Tokyo, therefore, making him write the sign to convince the others.
