Maybe short skirts aren't the best idea in the winter... But I guess they are always the best choice for this manga, or else there wouldn't be any underwear shots.
You're telling me that the best solution to snow that they came up with was to spray water on the snow. What? Usually if its cold enough to snow, its cold enough to create ice. Ice is a bigger problem than snow fall.
