Now I get it. In this series' universe, Japan has no self-defense force. It has that giant yakuza organisation that takes care of national defense. In exchange, they get a huge amount of leeway in whatever they do in the society. Like the police will always step aside. Similarly, the yakuza's "intelligence office" is basically the equivalent of the military intelligence service in other countries. That's why they could erase the stuff from Japanese net sites.
