@Weezer I'm pretty sure she's talking about the school they're attending.
I had a bit of trouble working out why that was supposed to be a joke. I think the percentage she's referring to is the number of people who actually decided to attend out of how many people applied - it's so low because the school sucks, but it likely had a huge number of applicants as a safety school.
