He's ok because there's only 2 real ways to get shocked here:Touching live wires is ok if the current ain't strong enough or that there is a conductor that is attracting it.
When you touch something else along with the wire though...
1. Touch the wire and something with a lower voltage than the wire. The voltage will want to flow through him to the reach the lower "pressure."
2. Touch the wire and somehow have a lower electrical resistance than copper so the electricity takes the path of least resistance through you instead of the wire.
