I really, really doubt it has anything with enabling rape on purpose, considering that someone who was already brought into hotel against their will to get raped generally wouldn't be able to escape from the room anyway, and that enabling crime in their rooms would be bad for hotel itself, though it's definitely prioritizing privacy at the cost of fire hazard and potential rape issues with someone changing their mind and being unable to leave easily.Some of them are setup like that to make sure you check out/pay the bill when you leave, as well as just to organize the comings and goings so that people seeing other folks are minimized. Also prevents PIs/jilted lovers from trying to go up to rooms and see who's inside just by knocking on doors and see who opens it.
Definitely some safety hazards going on, but hey, if it works for them.
