Well, I think part is that every incident pushes his limits further, boobs on his face are an everyday occurance now lol. But most importantly Takahashi is in a fragile situation, she is by far the least pushy teacher and she knew her behavior was excessive. Hiro is a guy who acts when he needs to help someone and has a big sense of duty, so he is being understading of her situation.
