I wonder if the girl that talked about it was the little sister. We do not know the circumstances or when she passed, so she could have been working on this facility while not being able to disclose it to her older sister and instead said she worked at [insert known military research facility or smth], hence why onee-chan's boss is a General (both sisters worked for them but in different departments).
If the creator is the little sister, then maybe it'd be less creepy that her potential coworkers were making an android that looks exactly like her. Creator could have based it on herself or coworkers decided to pay homage and the girl talking about fashion to Ten-san is a friend.

Ten-san implies there were other trials, so if the sister died like 5+ years ago it's still possible she was involved in the project's development.

year ago, In the west, it is mistake that yuri is more sexually, suggestive or explicit relationship while shoujo ai get use to describe the more soft, or subtext yuri, "they are such good friend". This happen probably because Yuri is use widely in western hentai site so it is associated to sexually and therefore, explicit. And shoujo ai, which translate literally mean girl love, use for more subtext or soft relationship.
