Yeah we do know Haru is a lesser-being than Onee-san, and has been called a dog multiple times. Haru has also stated that since she is lesser creature, she can more easily comprehend and get along with humans. Apparently the more powerful a being is, the more they are removed from humanity. Chiyo got most upset about that IIRC.
So being a Hound of Tindalus would make sense.
