Are they for real implying that they are rape machines who physically can't control themselves when a woman is alone with them in a relaxed environment? Is this something Japenis people do on the regular?

The kindest expIanation I could come up with would be that the guys don't want the girls to lower their guard in general, even if it means incriminating themselves by not wanting to establish precedent for exceptions, but since this happens even with people in relationships, I can only imagine it's a symptom not of sexual violence in society but of sexual akwardness. As if it's less about them doubting their strenght and more about simply not knowing they have it to begin with.
