Kuroda is so damned funny. While it's true that his one-sided attempts at wooing Ryoko are irritating, his ability to get so caught up in the scene that he creates an entire delusional story line on the spot about it is amazing. If he lost the bully-but-actually-wuss aspect, he'd be even more entertaining. The group was so immersed in his rant about spies that they didn't even think about where that random rock that hit him came from.

Man i know some people are probably annoyed by Kuroda but he honestly makes the manga for me, he's too hilarious, even his delusions towards Ryoko. That scene a couple chapters ago where the camera girl debuted and he was pretending to be a martial artist to get out of that fight was gold too.

I'm not understanding the Kuroda hate either. He's hilarious to me. Seeing him get so wound up and rant about Soviet spies just from seeing a girl crawl fast is too funny. I was laughing the entire chapter.
