And this explains the pig comment about not thinking about how old he is, I thought it was because he was immortal or something but if they reincarnate like Normal in animal bodies in different stages of their life that would make sense.

How do these children come to be, were they born naturally through reproduction or do they just appear some other way?

the guy from the first chapter was shocked/thought it was a costume so maybe other than the gov or so it might be rare (hm, no reincarnation tag? unless it's a brain transplant or so?)
