I think, it has to do with the fact prez is technically part of the "ruling elite"... But her part in the hierarchy is more or less middle management. She is in the position to interact with the adults as the student representative, but she never raised an objection to their policies (remember, even the gold badge policy went through her first).
It is far too easy to let things go by and be a rubber stamper... and prez is starting to see understand why the girls who were struggling mightily suddenly became confident idols. Perhaps she could be inspired to take a stand against policies she find stupid and demeaning?
Prez speaking up at the dance last chapter was the first step towards changing the institute because an adult was held responsible; something she likely didn't think possible.
