This could also be a flashback before ch1 to show how they met each other from the previous chapters

Making fun of someone's dialect is an asshole thing to do, but it is a not a waiter's business to interject themselves into a private conversation and call them out on that.

1. My guess is they are vtubers. And those viewers were most likely just commenting on her voice/way of speaking instead of her looks.
2. Same as number 1.
3. They could both use voice changing software. He was most likely making fun of her dialect in an effort to still seem toxic.
4. I honestly don't know for this one. I guess being a streamer in Japan is not exactly seen as "good" like a salaryman job would be?
The girl definitely is a vtuber as during one of the panels of chapter 2, you can see her stream layout and the girl in the bottom looks completely different.

So I'm guessing since she is a Vtuber (which we saw) he would have no idea. While she probably can't imagine the nice guy she sees and who treats her well as trying to be some toxic person.

Also, didn't this have a harem tag at some point?

Is this a flashback? Why the girl didn't recognize him? I mean he use camera for streaming...

Nope, current. You ever see those YT videos with weird CG furries talking and giving commentary about something? People use avatars for Vtubing. and apparently voice changing software.

Otherwise, it'd be a lot easier to track down Oni(i)-chan.

I think some of you guys should know V-tuber is a thing.
Also yes, Japanese love to hide their identity, both for their privacy and their brand. Plenty of famous artist there never reveal their faces.

do they just have zero voice recognition skills or what
I mean, sometimes I myself had a hard times to recognize someone from their voice through a voice call. Especially, if that someone had different tone when talking to different people.

In this case, these two in this chapter probably using casual tone when talking to each other. Compare to the previous chapter, they seem to talk in more polite tone. The chat even tease Haruto for being polite toward Ayaka.

Edit: Also, there are some cases where VTuber using voice changer when they were streaming. So, it may also the reason.

For four, it might actually be more the opposite. Streamers can get pretty damn popular, and there are a good few of them who have been stalked or worse by obsessive fans. So it’s really probably more of a safety precaution than anything.

Previous chapters showed her vtuber avatar in her streams several times, so we know she's a vtuber.
As for him, it never shows him on-stream in either facecam or vtuber form, and I know a lot of Japanese streamers that don't show camera feeds in their streams at all, so he's probably the same -- voice only.

I have some concerns:
1. don't they stream with cameras? chapter 1 page 10, you can see camera on monitor. Also subscribers said his sister is cute so they saw them?
2. if they indeed stream with camera and both MC and Ayaya (or whatever her nick is) watch their streams (its hardly to believe they wont and as i recognize she said she saw that stream with sister) - wont they recognize themselfes in real life?
3. as @byzantinesoul said - don't they recognize their voices and even her unusal dialect?
4. i hate it when characters hide their identity as its something bad, maybe for japanese people its reasonable, for me - Polish - it's not. We are proud of who we are and rarely hide our hobbies/employment/personality - if you don't like my true self why even bother?
They should simply move through path of Horimiya.

1.
Oni-chan clearly doesn't. We never see his webcam stream, and people were asking to see his little sister even though she was standing in front of his computer while the stream was still running, suggesting the webcam is off.

Ayaya is clearly a Vtuber, meaning her webcam feed is being replaced by a virtual avatar. You can see that her appearance as a streamer is different from her real appearance. Different hair color, different hair style, different clothes, different accessories. Presumably even a different face.

2. They don't show their real appearance, so no.

3. Could be that they use a voice changer. As for the dialect, just because you know a person with a Scottish dialect online and in real life doesn't mean they're the same person. As "unusual" as the dialect may be (due to Scotland having a low population compared to the USA and UK), a dialect is not something unique to an individual.

4.
Are you saying the Polish are proud of being toxic on the internet? Well, Oni-chan clearly isn't, and it didn't look like Ayaya was hiding anything. She clearly admits doing video editing and playing FPS. Oni-chan might already know she's a streamer, though not that she's Ayaya. Maybe he never asked for her online handle.

Besides, this isn't about being proud of who you are. Oni-chan has 150k subscribers, while Ayaya has 300k. They're kinda famous. Have you never heard of streamers being raided by the police during a stream? People have actually been killed during such "pranks". This kind of stuff is bad enough that even streaming sites like Twitch recommend keeping your identity hidden.

VTubers often do some fake voice fitting their character. He also seems to fake his tone alot while he streams. Not far fetched that they cant really recognize eachother from voice.
