America is less strict than what you say about Europe. There's nothing like a student council or public morals committee that tries to control what students do. There's no list of school rules, but an informal "hey stop that" unspoken rule set. The school principal or vice-principal might discipline you (after school detention<temporary suspension<total expulsion) if you get caught going wild. Probably they just ask your parents to punish you. And that's only if you do something especially wild and you get caught.This is not unique to Japan or even East Asia. I suppose the big difference is that in Japan, they have elected student bodies that are responsible for the day-to-day enforcement of the school rules while in Europe it's up to the staff to do that.
