Hajime has the same issue that an airforce strike group does - they can absolutely wreck everything in the area, but they can't hold any ground. That's just not what they do.
Hajime could absolutely plunge the Empire into anarchy, but all that would change is who owns the slaves.

If your definition of "saving" is to provide for them until they are capable of providing for and protecting themselves, then yes, saving them would be a long and hard road, if it is possible at all. Hajime has abysmally low charisma sometimes, but his overall position here is a sensible one. This won't be like taking home a dog you found at the park. If it were one or perhaps two slaves, that would be a different story; that could perhaps be reasonably accommodated. But that still leaves the issue of people are going to try to stop them, and when they inevitably can't, they'll call for soldiers, and when they can't stop them either, they'll call for more soldiers.
There is no path here where freeing slaves does not draw them into conflict with the city, and then what? While there certainly is truth to the statement that "you can just do things," your can't just do them without consequences.
