I get the feeling the mom was raped by the warden and she's the result...he keeps that secret hidden by keeping her as an inmate and knows if she actually gets executed he'd get caught so he forces her to watch everyone else die when it is "her" time before swapping out her identity to that inmate since this is a death row prison
