the BEST anime? that's a tall order. overall, i'd probably say Hunter x Hunter in terms of quality. it's extremely consistent, and unlike other shows, there are no scenes where i'm thinking "man, when are we gonna get to the good part?" some people may disagree, or consider the 'legacy/impact' of an anime in their assessment (and accordingly put something like NGE higher).

Eden of the East. This and Goblin Slayer had shock factored in episode 1 but Goblin Slayer still did well.

probably Ex-Arm, which i watched in its entirety. it's the 'worst' because it's entirely unfinished (actually i don't think there's even the potential to 'finish' it). but really just anything i've rated a 3 or below.
