I wonder, in the next chapter, will he ask or make Asura ask himself the question he's avoided asking since Chapter 1?
"What right did Asura have to send people to hell?"

As the delinquent friend (Forget his name) already said, sending people to hell is the same as committing murder, and murder is wrong. Asura himself says so in chapter 1, and judging from the characters already appearing and the direction the author is taking, I think I know who the last person Asura is judging, and he will give his verdict to that person.

Given how horrible the ppl he punished so far was, as opposed to being tricked/manipulating into harming anyone innocent i imagine it'll either lead to him willingly dying and becoming a demon as opposed to him being eternally punished himself (although i'm surprised there hasn't been another introduction to another 'keyholder' at this point unless it's some demon territory thing and they wouldn't find another person within the same city)

I agree that all the people he sent to hell now is all bad people, but I still believe that the story will end in himself use the key on him. Because the theme of this story is not "Evil people punished by good guy", but "The oppressed gain the power to fight back again their oppressor".

From what I see from the first chapter, he is bullied in school after helping someone, his grandmother has dementia, and his mother murdered with the culprit hasn't been capture. His belief about "Every bad deed will be punish by heaven" and "Every good deed will be rewarded" comes more as a coping mechanism for all the tragedies inflict on him rather than a moral framework he uses to determined good and evil. The demon old man even state it out right, without the belief, Asura will fall into despair.

That is why when the demon offer the key to Asura, he refuse. Because he know, even unconsciously, that accepting the key also mean accepting that all his suffering and good deed didn't have any meaning. His classmate didn't help because they scared and glad that Asura is the one who become a punching bag, people doing bad deed because there no consequence for them, him helping carry the elderly women luggage didn't have any effect on lessening his suffering.

This is why when he end up using the key on his bullies, his first move is to twist his earlier statement of "Sending people to hell is bad" to "Sending people to hell is good", a move that protect him from the truth. The story also double down with him twisting his mother saying that "Punishing evil is doing good deed". So, it is not about doing good, but Asura fighting back against thing that oppressing him.

Going deeper, both of his friends, the girl and the boy (Sorry, forget the name), is also oppressed who don't have the power to fight back. When Asura help them each of them gain a power to stand up for themself. The girl's have confidence to stand up again the two bullies and even helping another girl from the bullies later. While the boy's began to fearing less of his father shadow and helping his mother on recovering. The different between the two is that the girl's began worship Asura while the boy's still have doubt about Asura method on punishing evil.

Lastly, Iriya and Asura is a mirror on each other. With Iriya doing evil for his brother and only him, while Asura doing evil for other good people. The different between the two is that Iriya didn't have any illusion on what he doin is right thing, while Asura using the belief as a cover. Iriya is an oppressor who preyed on the weak, while Asura is an oppresses who fight back again the oppressor. And when Iriya is dragged to hell, he said that Asura is evil and the only response Asura has is this is karma. No denying or accepting, but deflecting it, focusing more on Iriya deed than himself.

Spoiler: About Asura only send evil people to hell

I predict later down the story, the police will graphs that Asura has connection to all the missing students and missing people at Iriya place. In attempt to find the truth both the old jaded police and the young justice driven policewoman will see Asura in action and to deliver his "justice" Asura will send one of them to hell (My bet it will be the old police). Thus forcing Asura to facing the question on whether his action is right or not while he confronting his mother murder.
I also just add that I believe the Big Bad Evil is Asura father, just because it will add reason to forcing him to confront his own nature. The one who lead bullying the girl's is influence by his brother, Teriya is influence by his brother Iriya, with the Asura school friend, the boy, as the only one manage to break the cycle of evil influence from the environment.

I believe there won't be another keyholder because the reason above.
And you comment about death note make me think how good the author use they key to redirect our focus that what Asura doing can be consider killing people, different from death note that directly show that the one whose name written will die.
Since hell exist in the story world the only way people can enter normally is through
Died -> Being Judge -> Sent to hell
but with Asura
Being Judge -> Keyed -> Sent to hell.
