they're being way too naive, they know nothing about the enemy so the idea that they will act "rationally" is bad in the first place, its entirely possible the mobs they hired are under orders to kill the spirits not capture them either by fanatics who dont want the country dealing with spirits or to put the failure on their rivals, plus theres the risk of other hostile spirits being involved that they cant deal with
