For one, I'm guessing the sword gave him 10x stats because he could remove it from the scabbard to actually wield it. If it normally gives nothing to everyone else, then it probably gave her some stats because she's a goddess.
And 2, I'm wondering if the high lick would ever be an issue in the future. Like, if he wanted an item from an average gacha pull, but could only get the top prize.

Casino has rules to follow. Else, they can't even get a permit to open the business. Besides, casinos usually don't get a straight prize, they play by token and exchange.
Gacha wins always goes to the straight prize, during festival, gacha stall tend to tinker with anything, as long as it related to decreasing the chances for people to get the prize.
Ofc, if this world(manga) gacha shop have the means to use the casino way, I won't be surprised. Real world gacha is not as easy as digital gacha to be handled by it's seller.
That is why digital gacha are more preferable than real ones.

But hey, this is just me and what I know, it may be wrong, situation depandant.
