Perhaps.

My thought is that if you weren't actually going to let sinners redeem themselves letting them know that would be bad for business.

Like the control those collars have over sinners is pretty rough and the stuff they want them to do is pretty delicate. The threat of being killed/beaten is probably enough to get a decent number of sinners to do the purification ritual itself but not enough to get them to do it in an elegant respectful manner suitable for a funeral.

All this to say it's totally possible that the people in charge will kill this guy once he's out of sight.
