Considering that this has already gone on for this long her relatives are either in on the abuse or they're just idiots. So she's probably either scared that to tell the police she's getting abused then get her ass beat by relatives or that she won't have a play to go after parents get arrested.

You underestimate the complication of getting the police to involve with domestic violence.
For once, if they get arrest, then how else can she get money/food to survive.
And if they don't... well, it gets worse. And it often enough doesn't result in a detainment.
