I'd usually be inclined to agree with you, but again, sometimes schools don't do what they're supposed to. I've seen cases where heinous crimes go unreported for various reasons. Yeah, the author could've (and probably should have) elaborated on why this goes unreported, but I don't find this completely unbelievable.
