I think the problem here is that he was clearly treated as a child by his sister because he was deaf. It doesn't seem he is incapable of learning new things it's just a matter of finding a way to communicate to him.

There was a documentary with Jane Goodall many years ago where one of the chimps she was studying never properly developed independence from its mother unlike others. He never left her side even though he was an adult chimp, until she eventually died and he ended up dying from grief and unable to care for himself. Same vibe.
