Yeh it's a vampire rule. It's one of the common ones to write out if it's inconvenient or unimportant though, like "unable to cross running water" or "really into counting"

Vampire Diaries had a fun bit where someone became a vampire while he was out and wasn't able to get into his own house cause he lived alone. Less fun was some other guy (or maybe the same guy, I never watched Vampire Diaries) got turned inside someone's house and started choking to death cause he wasn't invited in
