Seems like the King is trying to force the Duke to rebel and cut him down. The comment about being under his mother's thumb and saying "as long as I'm on the throne" is telling.

That would be the most logical conclusion, but the king seems like a psycho. He might actually desire a full civil war, with the royals on one side, anti-royals on another (with the duke as the leader), and the magicians as a third, totally unpredictable side. That might be the only thing that would alleviate his boredom, seeing how he is a bloodthirsty person.
