Like what? The only people that have any idea of who he is are the dwarves, who are keeping quiet to protect their own interests, or sealed in the Abyss. Everyone else thinks it's just the Witch fucking shit up, and this was literally the locals' attempt to deal with here.

He has killed/subjugated the leaders/champions of half the world's nations. Those aren't deaths you can just sweep under the rug. Those are important and vital people that would send shockwaves across the world. How the hell can you keep that kind of information from getting out. Especially because he keeps appearing as dark clown every time and using the same core minions. Plenty of people have seen him and would spread word about him. You think the humans who he's let go multiple times wouldn't be spreading word about their savior. That people wouldnt start looking into this and connecting dots.

This is half the entire world, arrogant or not. The rest would start looking into this because it upsets the system that has been in place for years. Not to mention its happening in short secession. That kind of rapid shake up would not go unnoticed.

Why wouldn't you start listening to the humans in order to try and figure out whats going on???????? They are the ones benefitting from it.

Isn't the whole reason for this arc is that the Masters had noticed all this, so they tried to investigate and destroy the Witch of the Tower by instigating the Beastmen to attack her? Because if not for the puppet leaders in the Beastmen Council who were given powerful items and guaranties to bail out upon a failed attempt so that the Masters could get intel on the Witch and her forces and powers, then most probably status quo would've remained unchanged by the Council as prior to this it was deemed as far too dangerous (IIRC, of course) to get involved with the Witch after two Elves countries were brought under Light's control and hence adopted the Humanity Absolute Independence Declaration.
So if it goes further by the pattern, I bet we'll see a coalition of 2-3 remaining hostile nations against humans instigated by the Masters with the Dragonewts country being the last one to conquer.

He's left each of the countries he's crushed, officially before they got attacked by the Witch, every champion or leader he's taken out was done out of sight. The dwarf and the flesh golem were even taken down in a isolated space, with barriers around it that blocked magic and even telepathy. All the humans he's rescued, he either rescued as a fairly famous adventurer, or had the Witch rescue, and those rescued by the Big Tower are building a country around the tower. Who knows anything of any value, and who do you think they would be spreading word to?

Actually taking the time to find a normal person amongst them, and changing their plans accordingly, is some decent writing. I didn't expect the author to even consider anything BUT revenge-porn.
