it could be that Kiyoraka ignored her exactly because Rura is the type to become obsessed with the person who rejects her so instead of playing a cat and mouse game she wants to make Rura beg for her attention.

There has to be some kind of take to cement a rejection though right? Kiyoraka only called her “different” but didn’t really address her further than that. In other words, she could have said something which directly signaled “I’m not interested in you” as opposed to going the more “vague” route if she was really trying to bait Rura.

While I haven't seen the raw, the word for "different" has a lot of nuance in how it could be read. It's totally possible that the line is supposed to be read as "Hmm, not quite what I'm looking for". In other words, I think you're on the mark.
