regarding the TL/N on school events, I think part of that comes from needing parental approval for attending
I don't know how common it is, but if its semi-regular for parents to hold their kids back for things like family events or cram school or whatnot, then it wouldnt be surprising for kids to just not submit the form if they personally wanna skip?

this is wholly speculation, since I've never been a Japanese student, teacher, nor parent
