Okay, I admit I massively underestimated Risa's old man. Perhaps I've never underestimated a manga character this bad. He wasn't looking down on music at all, he was looking down on any half-assed efforts and goals in life. And indeed Risa wasn't displaying too much seriousness about it. Perhaps it's understandable since she believed her family is against it, so she saw no realistic future for herself in music, yet she couldn't let it go, so it resulted in just playing around, basically, with no concrete plans. Furthermore, it all even sabotaged her studies.
All that being said, for a politician the old man isn't very good at communicating his intentions.
