I doubt menka joins as she was the sole purpose of making the harem.

But it's not unheard of. Mangaka looks to already be trying to redeem Shinbashi-san, the sexual assaulter, by adding her to the harem. I won't put it past her (the mangaka) to try and redeem Menka and resolve Kurumi's issues with her. After all, one of Kurumi's things was Menka not wanting to share while they were growing up.
