I think at first Tetsuma was just supposed to be the next target, but then the way the story started working out, he got built up too much so the author realized it would be more fun to say he's over-leveled and justify it that way. Which actually can work out just fine, after all the REAL story is gonna be about Ichiri fighting the mob, she can't spend time training against randos in Japan forever.

That was a major catharsis in this chapter. You don't need to be unfeeling and hide your emotions to be strong... you don't need to suffer to be strong... your emotions are supposed to make you strong, and you become strong with that inspiration, the true way. Great chapter

I appreciate this development, Tetsuma seemed way too strong to be only one level higher than Kai/Inari/Sakura/Shouya. I would have expected the next level to look more like Oshyun than Tetsuma. It makes sense that BJ expected her to lose now. Ironically he didn't actually see her get oneshot, so she's already experienced the pain of failure that he wanted her to deal with, and he thinks her rematch is actually still her first match.
