Still, there is something bugged me: How the hell Beet still stuck at LV 28?
I mean, he has defeated 4/7 strongest Vandel in the world. Shouldn't that kind of accomplishment level him up to at least lv 40?

It's been a long time and i haven't reread it yet, but isn't because they aren't going to the level up people because they dont want them to find out kissu was a bad guy cause the people can read memory. They will probably get their new lv by the end of this arc with kissu pardon.

It's been a long time and i haven't reread it yet, but isn't because they aren't going to the level up people because they dont want them to find out kissu was a bad guy cause the people can read memory. They will probably get their new lv by the end of this arc with kissu pardon.
They have papers with temporary levels on them, we first see them in chapter 40, with Poala at 27, Kissu at 25 and Beet at 31. That was after Garonewt, so any monsters or vandels between then and now (minus Baron) haven't been officially counted yet.
